Police said Diana Kay Mills confessed to having sex with the 13-year-old, but not with a 15-year-old who police said she also supplied with drugs and alcohol.
Healdton Police Chief Gus Handky said his office learned of the allegations Tuesday night when the 13-year-old's mother called him with concerns.
Handky said it's possible more teenage victims are involved, but they have not come forward or been identified.
