The group that filed Wednesday's lawsuit is a New York-based child advocacy organization that has a successful track record of suing to force state child welfare reforms.

Children's Rights has filed or participated in class-action lawsuits in Georgia, Michigan, Missouri, Mississippi, New Jersey, New Mexico, New York, Tennessee, Wisconsin and other states.

The group claims its lawsuits and advocacy efforts:

•Prompted reforms in Washington, D.C., that tripled the annual number of adoptions of children in foster care.

•Dramatically improved the promptness and quality of child abuse and neglect complaint investigations in Connecticut.

•Helped cut in half the number of Tennessee children living in orphanage-style institutions and other non-family settings since 2002.

•Helped overturn a Missouri state law that had slashed aid to parents adopting children from foster care.

•Prompted New Jersey to increase its licensed foster families by more than 1,000 and reduce the number of children awaiting adoption out of foster care by 39 percent in two years.
