Accused of giving children drugs, Edmond man gets court date

An Edmond man who is charged with giving five children cocaine and marijuana is scheduled to appear May 10 in Oklahoma County District Court.

Phillip Neill Seibel, 39, was arrested in November after some of the children, all 12 years old, told their parents, court documents state.

Seibel is charged with seven counts of distribution of drugs and one count each of attempted distribution of drugs, drug possession and possession of a controlled dangerous substance in the presence of a child younger than 12.

Seibel’s three children, ages 4, 7 and 9, were in the home at 5965 W Woodridge Circle. Alcohol also was served during the incidents, which occurred Sept. 27 and Oct. 4, according to a court affidavit.

Seibel enticed the children at a sleepover to ingest the powdered cocaine through a straw into their nose by stating it would relax them and be fun, the affidavit states.

The children said they got scared and locked themselves in an upstairs closet, court documents state.
