Half of 2012 adoption-credit recipients had adjusted gross income of $64,000 or less; the NTA report notes delays “caused financial burden for some eligible taxpayers.” The NTA suggests the IRS “allow e-filing of adoption tax credit returns that include substantiation in an electronic format.”

Ten or 20 years ago, that would have been innovative; in 2012, it's a sad indictment of a government too busy “helping” us to do so competently.
