Immigration crackdown called devastating to economy

The telephone lines in Oklahoma City's Capitol Hill area were afire two weeks ago, as word spread that Immigration and Customs Enforcement agents had set up checkpoints on S Harvey and Robinson streets.

Neighbors called to warn each other. Children were corralled into homes. The streets, typically full of restaurant goers and shoppers, nearly were bare.

That raid netted about 65 arrests, sending waves of panic through the predominately Hispanic neighborhood. But that panic pales in comparison to the effect of plans currently underway in Washington.

On that Capitol Hill, the Department of Homeland Security has unveiled a 26-point initiative that, among other things, requires all employers to terminate workers who use fake Social Security numbers.

"We know that people in the Latino community are really scared. You can see it, walking on the streets. People are selling their houses. They are leaving,” said Julianna Stout, 27, who edits a Spanish language publication called El Nacional de Oklahoma.

"They aren't just going to another state; they are going back to their countries of origin, which is not a good thing. It's not good for the economy,” she added.

Employers who do not comply may face fines or criminal sanctions

Department of Homeland Security officials said the initiative is designed to strike at the root of illegal immigration — the availability of jobs. Stepped up enforcement efforts would also provide for more border security and strict entry and exit procedures for foreign visitors.

"If we go after the employers, if we make it very risky for them to hire illegal immigrants, make them share in the penalties, there will be less of an incentive to cross the border,” said Pat Reilly, U.S. Department of Homeland Security's Immigration and Customs Enforcement spokeswoman.

No match, no job
About 2.2 percent of all W-2 forms contain "no match” Social Security numbers or names.

"No match” notices are letters sent to U.S. businesses that have more than 11 people on their payroll whose name does not match the Social Security number the employee is using. The letters have routinely gone out over the years, but the discrepancies rarely were resolved.

In 2005, about 10.5 million "no match” letters were mailed out. This year, it has been estimated that 12.5 million letters will go out.

But this year, the "no match” letters, if they are mailed, will come with a twist: An insert from the Department of Homeland Security and a 90-day time-frame to either resolve the discrepancy or terminate the worker.

Upwards of 90 percent of "no match” discrepancies are believed to involve illegal immigrants using fraudulent documents to work in the United States.

"It's the magnet, no one disagrees with that. The reason we have so many illegal immigrants that come here is to get a job, to get hired,” Reilly said.

It is believed the letters ultimately will be used as investigative tools in future worksite enforcement investigations.

The initial mailing of the letters, scheduled to start last Friday, has been blocked until an Oct. 1 hearing.

Laws may hurt economy
The letters have been vilified by immigrant advocates, multiple industry sectors, labor unions and the U.S. Chamber of Commerce who argue they will lead to widespread labor shortages, especially in agriculture, construction and food services. They argue it forces employers to act as immigration police. They argue immigrants will not leave the country but go underground where taxes are not paid and workers are routinely exploited. Ultimately they argue it will be devastating for the economy.

"You have to create a way for employers who need immigrant workers to get those workers, otherwise you are going to choke the economy,” said Tamar Jacoby, a senior fellow at the Manhattan Institute, a "free market” think tank.

While Jacoby says shoring up the Social Security Administration database is critical to national security and immigration reform, alone it might do more harm than good.

"The ‘no match' thing is a paradox,” she said.

"Meat packers are going to go out of business. Farms are going to move to Mexico. Even if you can pay better wages, it's going to be difficult to find enough American workers to fill all those jobs,” Jacoby said. "It will be devastating for the economy.”

At Maxpollo, a Hispanic-owned restaurant on S Harvey, Tex-Mex music is played a little above conversation level. The late-afternoon lunch crowd, primarily Hispanic workers, has thinned.

"All of our customers here are Hispanic,” said Luiz Hernandez, whose father Max Hernandez owns Maxpollo. "We are going to lose a lot of business.”

While restaurant employees are not illegal, he assumes many customers are.

"Most of them, maybe, are here illegally,” Hernandez said. "It's not fair because they're just trying to make a living here.”

David Castillo, 47, is executive director of the Greater Oklahoma City Hispanic Chamber of Commerce. About five years ago, the chamber conducted a survey discovering more than 250 new Hispanic-owned businesses within a 10-mile radius of the 4300 block of S Walker.

But this year, he's seeing economic depression, fear and ultimately anger.

"Some people have already closed up shop. Business has dropped tremendously,” Castillo said.

Even those here lawfully feel they are being targeted.

"It makes them feel like, ‘I'm not wanted here,'” he added.

Randy Terrill, R-Moore, co-sponsored Oklahoma's own immigration enforcement legislation — largely considered one of the toughest in the nation — set to go into effect Nov. 1.

For him, that's the point.

"We are talking about people who have entered this country illegally, and are now making demands for rights, specifically the right to pursue employment, for which they are not eligible,” Terrill said.

More laws coming
On Monday, the U.S. Congress returned to immigration, three months after it died on the Senate Floor. This time around, debates are narrower in scope and calmer in nature.

Democrats suggest giving conditional legal status to young illegal immigrants while Republicans consider overhauling the visa program for high-skilled foreign workers.

"If the administration doesn't have the resolve to do even this — reasonable enforcement of the law — I don't think the American public will have the appetite for anything else,” said Todd Gaziano, director for the center of judicial studies at the Heritage Foundation, also a conservative think tank.

"We need to have a breathing period, to actually engage in enforcement, then the American public might have the appetite for a temporary worker program,” he added.

Oklahoma's wide-ranging immigration law, House Bill 1804, goes into effect Nov. 1 for state and local government employers. It won't affect government contractors and subcontractors until July 1. It is largely considered one of the toughest immigration enforcement legislations in the country, requiring that employees check the immigration status of all new hires and contractors.

It also will open the door for U.S. citizens to file discrimination cases against employers if they have been fired and an illegal immigrant was subsequently hired to do the same job.

In my opinion...we don't need any more immigrants in this country. Legal or illegal. Get the lazy off the bankroll of the welfare system and put them to work.
And start up the prison chain gangs.
How many people is ENOUGH in this country? Do we have to exceed the population of India or China? Will that still not enough? This country can't take in every single person on this earth simply because they want to come to the United States.
They don't bring anything with them except poverty.
What about natural resources? Forget it! They aren't bringing fresh air, more water, etc.....they suck up what we have left.

Yes, a Civil War is indeed in order. The people in this country are going to have to stand up and fight to protect our lives, our rights, and the Constitution of this country because our government sure as heck isn't.
To watch our government allow ILLEGALS to have more rights than American citizens, they get away with breaking our laws and then award them with amnesty is appalling.
The American people are fed up that our government is selling us out.

Welcome to American greed. What we need is civil war because congress is not with its constiuients any more. They vote and hide it under other justifications. Are populations in Maxed out 300million with a real load capacity 140,000,000. However, when all colapes the rich want have any access to their accounts. People like Bush who want a mexican for 8.00 hr are the problem in this country. When any American working should make nothing und 10.00 hour. In Europe age is also taken into account with salary. USA Today (3/6/07): "...the al-Qaeda hijackers who crashed American Airlines Flight 77 into the Pentagon, obtained the paperwork needed for their Virginia driver's licenses by paying $100 to an illegal immigrant in a convenience store parking lot. Five other 9/11 terrorists also had licenses from Virginia, although none lived there. With the fraudulently obtained IDs (ILLEGAL), the hijackers were able to rent cars and board planes to carry out their murderous plot." And some people say we should be looking for terrorists not people here who just want to work. Please explain how you tell which is which?

Immigration reduces annual earnings for American born men by 3.7% or nearly $1700. In 2004, illegals held 6.3 million jobs out of 146 million jobs...that's 6.3 million jobs that someone who is laid off or has trouble finding employment can have. That's a job the welfare system should make those on welfare hold. Border ambulance services and hospitals are having to shut the doors because they have been unpaid or unreimbursed for over $200 million dollars in medical treatment given to the illegals. Not only is immigation a public-health hazard but it's an inconvenience to many people as well. Households headed by illegals imposed more than $26.3 billion in costs on the federal government in 02' and paid only $16 billion in taxes, thus creating a net fiscal deficit of almost $104 billion or $2,700 per illegal household. There's unidea for solving the debt problems the U.S. has. Largest costs stem from Medicid ($2.5 billion), Uninsured treatment ($2.2 billion), Food assistance ($1.9 billion), Prison and court ($1.6 billion) and aid to schools ($1.4 billion). Many of the costs are due to their American born children, who become citizens because they are born here. More than 10 million illegals are current living in the U.S., the number grows by 700,00 per year. Look at the numbers, deportation will help the economy not devestate it.

For anyone who is against immigration please read the story of agents Ramos and Compean. These are two border patrol agents who tried to keep an ILLEGAL drug dealer from coming into America from Mexico. They are now sitting in prison and the drug dealer is free to wander around. He is suing the U.S. for $5 million and has a free pass to come and go between the borders. These guys were doing their job and wound up in jail.

I totally agree, Linda.
Mexico government publishes a guide to assist illegal border crossers. They don't want to deal with the poor in their country, they only want the rich and elite.
So, how do you make the Mexicans rich? One method, preferred by many in the Mexican government, is to export your poor laborers to America, where they can then send billions of dollars back to Mexico in the form of cash remittances to loved ones, while at the same time alleviating the strain on the welfare state and placing the strain instead on America via the American taxpayer thanks to our own government that shares an allegiance with mexico over the US citizen.

And some of you are making it sound as though the United States will fall into ruin if the ILLEGAL ALIENS are made to return to their country of origin. I think not. I agree that there are some Americans who feel that being an American (born and raised here) is the only way to be. Doesn't matter if you are a legal or illegal immigrant. They are just ignorant people. I can't begin to tell you how many times my mother, who came to the US decades ago, bacame a citizen, worked, paid taxes, raised children, etc...has been hurt because of some ignorant person's comment. I just want to take those people by the ears and shake some sense into them. But even my mom would argue that people who are living here in the US without proper authorization (meaning illegally) should be dealt with. And she does not call herself a *****American (leaving her heritage undisclosed). She considers herself an American. I have several black friends who do not call themselves African Americans. The call themselves American. Why? Because they say that they did not come from Africa. Their ancestors have been here for generations. So, for those of you (Carlos) who like to lump us all into one big "racist" group (which we are not), you, yourself are guilty of the same actions. Just because I feel that people who are here illegally should be dealt with DOES NOT make me a racist.

Sorry if you feel attacked by my comments. I was just trying to make a point on all the horrible insults that YOU people done to our community and our people hiding cowardly in the immigration issue. It is time for the Hispanic America, to rise high and fight back with our comments and votes. Let me give you an example (And I hope nobody would send me now back to Mexico, because I'm not Mexican). Hispanics in Oklahoma have listened for years how people such SAME in here, drooling hate towards Immigrants, towards Mexicans, and please don't insult my intelligence denying it. One day, my own daughter came to me in tears and hugged me. When I asked my princess what was wrong she asked me back if WE WERE ILLEGAL ALIENS. My Daughter was insulted and attacked by the children at her school the same way YOU insult us every day. They insulted her the same way those children listen to their parents every day at home expressing themselves about immigrants. The same way a wanna be politician insulted us when she try to get a chair in our local congress pretending to take away the citizenship from our children because their parents came here as "illegals". You might want to dress the salad in any way you want, but the reality is only one: its a hot bowl. Some day, very soon, millions of Hispanic Americans will pass onto YOU the bill of what YOU did to our people now. It happened once, when the Trail of Tears, it happened twice when the African Americans and its happening now again. People just don't wanna see it. We need to act the only way we could act in America: voting this people back to their homes from public offices.

Wow, Stephanie, I'm glad I didn't misspell a word. Where did THAT come from? I suppose some of these people feel that we are against Hispanics. If they could only see how many times the word illegal has been used and see that it is ALL illegal aliens we are talking about. The tone of the newspapers headlines, articles and editorials over the last few years gives the distinct impression that they support NAFTA gone wild, the North American Union and open borders... some citizens may wonder if the point of view of the Chamber of Commerce is the only one worth considering. If a business cannot succeed without resort to undercutting the cost of labor it should fail under the theories of Adam Smith, i.e., classic capitalism. The cost of labor is part of the equation. Competition requires that a business compete fairly. They must pay for thier costs including labor and then realize a profit. Some want the advantage of little or no expenditures for labor and thus will support a negative social policy for their own selfish ends. Often they will conceal their true motive by claiming the usurpation of these policies is in the "public good". What they really mean is "their good." I am all for making money and I am a believer in capitalism. But the idea that enforcing our immigration laws and closely regulating the border as being bad for the economy is deception. It is short sighted greed. Many of those who support these ideas do not have to deal with daily consequences of illegal immigration and dont care that the average citizen does. And to bolster their concepts they will encourage the racial angle to foment chaos and they will highlight selective stories designed to tug at your heart with examples of families being " pulled apart" by these horrible laws. The pen is indeed mightier than the sword!

I have asked one question...and it is a fair question because I don't know the answer to it. If an American were to go to Mexico illegally, how would they be treated? You are right Jason (and the others who have stated this). The key point here is that what these people are doing in the first place (living in the US without authorization) is ILLEGAL. Do we need to get Webster's Dictionary involved to learn what this word means? It is against the law. When breakers of the law are caught, they are punished. Why should this be any different? Yes, there is the philosophical debate based on the fact that they are here "to make a better life for them and their family." I can understand the justification and can even empathize. This is not much different than Jean Val Jean from Les Miserable being imprisioned for stealing a loaf of bread to feed his family. Again, I empathize. But, to be fair to everyone, we have to base our laws on objectivity.

Excellent point, Stephanie! I happen to know for a fact how they ARE treated in Mexico: quite harshly. It also gets tiresome to see some (not you) in this forum trot out the non-sequitur of "wonderful, hard-working people" blah-blah-blah. Has anyone assessed how it will affect our school system. With the reduction, which is significant, how many teachers will be dismissed and what will happen to the school budget? the same applies to hospitals as well. The trickle down will hit everyone in the retail business. Looks like work visas would be a good alternative, not welfare benefits nor citizenship. Most of these people are wonderful, hard workers and very honest. America is acting like a parent that has been too lenient and is not ready to crack the whip and solve everything overnight---it won't work and it is wrong!

Do the math: That works out to more than 9,000 deaths per year, or more than 36,000 deaths over the past four years. That's more than ten times the number of Americans killed in Iraq over the past four years! 27% of the entire prison population is made up of illegal aliens. Wonder how much all that sucks money out the economy??

Look at Texas history. Most of Texas was once under the Mexican flag. There was a move in the 19th century for Texas to be become an official Mexican state. The Mexican legislature blocked it because most of the migrants coming to Texas for settlement were gringos from the United States! Thus, Mexico rejected a chance to have Texas. Now, SOME are claiming that Mexicans should reclaim Texas stating it is really Mexico's land. Sorry, its not. Mexico had its chance. It rejected Texas and mainly due to the charcter of its inhabitants. In other words, race played in part in its decision to deny Texas admission. And now U.S. citizens are being labeled as "racists" by some Mexicans for asking the U.S. Government to reasobably enforce laws passed legally by our Congress fairly elected by us??
