City's NBA plan: Funding an upgrade

Using millions in public money — as proposed in Oklahoma City — has become the most popular way to pay for NBA arenas in recent years, a study of arena financing shows.

Public dollars were used to build all but one of the 12 NBA arenas built in the past decade, according to information compiled by the National Sports Law Institute of Marquette University Law School in Milwaukee .
