Robert McCarthy's resignation became effective last week. He is planning to be manager of the Oklahoma City office for Legal Aid Services of Oklahoma.

McCarthy was an attorney in the Palm Springs, Calif., office of the Bureau of Indian Affairs last year when he gave a newspaper reporter a copy of an internal document that outlined problems in managing assets of individual Indians whose property is held in trust by the federal government.
