What happened: Police said as many as 30 people may have been involved in a July 13 brawl at Orchard Springs Apartments in Midwest City. Shots were fired between two rival gangs, and witnesses told police Justin Ray Sullivan, 19, was involved in the fatal shooting of Kemp. Prosecutors charged Sullivan in August with first-degree murder. The charge was later dropped pending further investigation.

Other: “He had his trouble, but he was straightening out,” Kemp's mother, Antiganee, said of her son shortly after his death. “I would have liked to have picked his friends for him, but sometimes you just can't tell who's going to be a bad influence.”
