Oklahoma officials debate how to restrain some juveniles

The board that governs the Office of Juvenile Affairs remains undecided on the use of pepper spray in juvenile facilities.

A measure to allow use of the deterrent failed Friday in a vote of 3-3. Change that would allow the use of pepper spray continues to work through the legislative process, said Director Gene Christian. The rule would not take effect unless the legislation became law.

"We wanted to be able to use that tool,” Christian said. "We wanted to have the option.”

He said the board could come back and modify the rules at a later date.

"We’re trying to address behavioral issues and we’d like to have the ability to use something besides personal physical restraint,” Christian said.

He said more ways are needed to control juvenile offenders who are older, stronger and coming into the system convicted of more violent crimes.
