Flags at half-staff
Gov. Brad Henry has directed that all American and Oklahoma flags on state property be flown at half-staff from 8 a.m. to 5 p.m. today in honor of the 168 victims of the Alfred P. Murrah Federal Building. Henry also urged all Oklahomans to fly the American flag all week in commemoration of the 15th anniversary of the bombing. "We shall never forget the 168 Americans who lost their lives, including 19 children, on that fateful day,” Henry said in a news release.

Clark and husband David Spencer had three daughters — Rosslyn, Blayne, and Chelsea.

Winchester was the "car pool service” for the girls. She picked everyone up after school, and kept everyone at her house until Peggy returned from work. Lots of week nights, they would all have dinner together, as well.

On April 19, 1995, as soon as Winchester heard of the bombing of the Alfred P. Murrah Federal Building, she dialed her sister’s phone number to check on her.

Clark was interning 15 years ago as a veterinary medical officer with the U.S. Department of Agriculture in the Murrah Building at the time of the bombing. The 42-year-old Clark did not survive.

Today, Winchester is scheduled to be among those at the Annual Remembrance Ceremony reading the names of the 168 people as a result of the bombing. She will read the list of names from those working for the Department of Agriculture, including that of her sister.

"Participating in the ceremony is important but also very hard,” Winchester said. "A lifetime of memories crosses your mind as you look back on the time you shared together and the many things that have happened since, that you were unable to share.
