Edmond commission approves Edmond car wash site plan despite opposition

Edmond planning commissioners approved a site plan for the Okie Express Car Wash. The proposed car wash would be constructed on Santa Fe Avenue, across the street from the Walmart Supercenter. The city council doesn't have to vote on the matter.

— A site plan for a car wash on Santa Fe Avenue across from the Walmart Supercenter was approved by the city's planning commission this week.

Commissioners Barry Moore and Lydia Lee cast the no votes in a 3-2 decision in favor of a plan for the Okie Express Car Wash site plan submitted by owner Mike North.

The vote on the site plan is final and does not need a vote of the city council because the plan does not include variances from city codes.

Nearby property owners in the Orchards at Trails Addition were against the car wash, calling it an “industrial-type business.” They also were concerned about water runoff and noise.

Walter Jenny, 2317 Jeannes Trail, said the drainage on the property is poorly designed and not adequately maintained. He suggested the developer install a berm between homes and the proposed car wash.

“The drainage is a concern of me for environmental concerns,” said Emil Coffey, 1017 Bradford Place. “I contend the business should not be allowed. But if it is, it should be modified.”

Randel Shadid, attorney for the developer, said they are not willing to build a berm since neighbors' fences already provide a barrier from the property.

Lee said she doesn't want the developer to use the homeowners' fences to meet a city requirement for a barrier between single-family homes and commercial property.

“The developer should not get to benefit from the residents' out-of-pocket expense,” Lee said.

Commissioner Leroy Cartwright called the proposal “a good project.”
