State income tax refund less after debit card fees

When I got my state income tax refund it was in the form of a debit card, available to be cashed at only three locations that I never heard of. When I tried to put the refund in my checking account, the card company refused to release it. I then had to select a personal identification number with a charge of $1.25. Then I had to take the debit card to an ATM and was charged $3. The bank had a minimum of cash it would issue at one time so I had to use the debit card again — with another $3 charge. Then I had to take the cash into the bank to put in my checking account.

This fiasco took at least 30 minutes and I didn't get all of my refund because of all the fees. I called my accountant. He'd never heard of this. I called the Oklahoma Tax Commission, and they said this was the doing of the Legislature. I called my state representative's office and a young man I talked with knew nothing about it. Who's getting a kickback from the credit card company?
