The report also contained no summary of what happened beyond the words: “ASSAULT AND BATTERY.”

The Oklahoma Open Records Act requires law enforcement agencies to release “initial offense report information showing ... a brief summary of what occurred.” Detectives still are investigating the assault.

The police department faced criticism last year for not releasing initial offense report information in two high-profile cases. Attorney General Scott Pruitt in January wrote the Oklahoma Association of Chiefs of Police about the issue.

“The state Legislature has made it clear in this regard that a police department's initial offense report or cover sheet should be open for public inspection, regardless of its inclusion in an investigation file,” Pruitt wrote.
