Funds should've been used for Murrah bombing victims

Regarding “Murrah victims seek funds” (News, Nov. 4): The Oklahoma Community Foundation controls $632 million with $10.4 million for victims of the bombing of the Alfred P. Murrah Federal Building? Why is this money for the bombing victims still in the fund?

One would think that this money would have long been used up to provide assistance to victims and families of this tragedy and that the Community Foundation would have dipped into the primary fund by this time. Is this portion of the foundation meant to have “generated significant earnings” as a means unto itself?
