Bill will cost millions more than it will save

Regarding “GOP legislators' bills target programs for state's needy” (News, March 4): Oklahoma House Speaker T.W. Shannon is reported to have proposed a bill requiring recipients of various assistance programs to work more hours and to prohibit others from getting benefits. The article says a fiscal analysis of the speaker's bill estimates it would cost $18.7 million to implement and would save an estimated $1 million by dropping 5,200 recipients from Department of Human Service programs. Does this make sense? Spend $18.7 million to save $1 million?
