An Adair County woman was charged Monday with three counts of child neglect after law enforcement officers reported they found her children covered with lice and living with no running water in a feces-covered mobile home.

Stacy Leigh Belt, 32, of Watts, is charged in Delaware County District Court. She is free on $15,000 bail.

The three girls, ages 10, 8 and 6, were reported by Mosley school officials having a “severe case of head lice,” according to an arrest affidavit. Belt said she was treating the lice with baby oil, the affidavit states.

The three girls were removed from the home and now are in protective custody. A court document states the state of Arkansas took a fourth child into protective custody.

The mobile home had no running water for two months and broken windows. Animal feces and urine were all over the floor, the affidavit states. A portion of the mobile home had been torn down and was blocked off with a piece of plastic. A mattress was found on the floor along with a crib and bassinet, the affidavit states.

In the kitchen, food was dried on plates covering the counters, open food was on the cabinets, and spoiled food was in the refrigerator, the affidavit states.
