The fourth volume of Peter David’s second run on “X-Factor” is “Heart of Ice,” collecting issues 18-24 of the series.

The X-Cell, composed of ex-mutants, is convinced the government is behind the removal of most mutants’ powers. After attacking or causing the attacks of government officials, they seek sanctuary in mutant town. They seek the aid of Quicksilver, who has been able to restore the powers of some mutants – but others have had unpleasant or fatal results.

After Rictor and Rahne mistakenly aid an X-Cell member, the government is ready to roll on mutant town.  Val Cooper asks Madrox, the Multiple Man, to intervene and remove the X-Cell.  Quicksilver, however, has a plan to restore the X-Cell’s powers.

Later, a mutant named Huber tells Madrox he believes that mutants should organize, protest and be protected under the endangered species act.   He convinces Madrox to call in the X-Men to hear his pitch, but Huber has something more sinister in mind.

Peter David shows himself a master of building layered storylines that build to impressive payoffs.
