Edmond woman fined in offering to pay state employee for help passing test

An Edmond woman has been fined $1,000 and put on probation for three years for offering a gratuity to a state Cosmetology Board investigator.

Tina Thi Vo, 48, had been charged with a felony, bribery. She pleaded guilty last week to a misdemeanor, offering a gratuity, after reaching a plea agreement with prosecutors.

She was accused of promising the investigator $4,000 last May to let her take an oral exam for an instructor's license and to give her the correct answers through hand signals.

Under her deal with prosecutors, she agreed not to apply for an instructor's license while on probation and to complete 32 hours of community service.

The investigator, Patricia A. Migliaccio, 64, of Moore, resigned last August. She was charged in September with asking for a gratuity for performing an official act.

Migliaccio pleaded guilty in March to the misdemeanor. She was fined $950 and put on probation for five years.

The Cosmetology Board licenses and regulates salons and their workers. Anyone who performs services such as hair cutting, hairdressing, nail care, skin care and the application of makeup must be licensed by the Cosmetology Board, according to its website.
