Chickasaw Nation subsidiary Global Gaming Solutions LLC joined Peninsula Gaming Partners LLC of Dubuque, Iowa, and Harrah's Sumner Investment LLC on Tuesday in presenting competing proposals to construct and manage a casino-hotel complex south of Wichita in Sumner County.

All three bidders presented their proposals Tuesday to the Sumner County Board of County Commissioners, which could endorse one or more of the proposals next week.

Kansas Lottery and Gaming and Racing Commission officials later will review the proposals that have been endorsed, and a winner eventually will be selected by state officials.

Under Kansas law, the winning bidder will be required to spend at least $225 million developing the facility during the first 15-year contract period, said John Elliott, chief executive officer of Global Gaming. The state will technically own the casino, and state and local governments will receive 27 percent of revenues, with the rest going to the group chosen to build and manage the property.

Global Gaming's proposal calls for the construction of a 260,000- square-foot complex 19 miles north of the Oklahoma border at the Wellington exit off I-35.
