QPR announced the move Sunday on its website.
Cisse is the latest prominent signing for the Gulf team. Managed by former Portsmouth boss Alain Perrin, Al Gharafa last week agreed to terms with winger Nene from Paris Saint-Germain.
Cisse has made 21 appearances in all competitions this campaign, scoring four goals.
Al Gharafa is fifth in the 12-team domestic league.
