Starting at its Fairfield, Calif., factory north of San Francisco, Clorox said it plans to switch to high-strength bleach with a higher concentration of sodium hypochlorite instead of buying chlorine and making bleach onsite.

Clorox expects to finish the transition in Fairfield in six months. Its six other factories across the U.S. will be changed over the following few years.

"Our goal is ... to eliminate the transportation of chlorine from our U.S. supply chain,” spokesman Dan Staublin said.

Clorox would not disclose how much it would cost to make the changes.

While the process will change, the products will not, Staublin said.

Staublin said the change enhances security because chlorine won’t be kept at its facilities. Clorox shares rose 17 cents Monday to close at $59.40.

I guess it could manufacture chlorine bleach on site but the start up costs would be hard to recoup. There was talk a few years back about eliminating the production of Chlorine because it is technically a greenhouse gas. But its public health versus the ecology thing. Bromine is an alternative as is ozone. Ozone will not maintain adequate levels in public water systems. Bromine is mainly used in hot tubs. Some pools are converting to salt water and an electric current in the pump house separates the chlorine from the salt. You still have to add some stabilizers or it depletes very fast.
Chlorine is very dangerous and most public pools have switched to using tri-chlor tabs. The main benefit is that it contains the stabilizers to help it stay in the water. I did operate a commercial pool with large chlorine canisters and you had to move it onto a scale where it emptied into the injector system. You took weight readings for the logs. Sometimes the regulator in the injector would go haywire and you got a lung full of chlorine. It turns the water in your lungs into hydrochloric acid and you cannot breath.
