Cloud had about 61 percent of the vote, leading by more than 300,000.
“I'm glad the election is over,” Cloud said from his northwest Oklahoma City campaign headquarters. “I like sports, and I like politics because at the end, you measure how you do.”
Cloud ran on a record of improving the commission during his first term on the board. Gray, meanwhile, took issue with Cloud in an online and television media blitz, trying to paint the incumbent commissioner with scandal because his campaign accepted donations from people with companies regulated by the agency. No state law prohibits that practice.
Cloud retaliated with commercials of his own that accused Gray of being a ghost employee.
