Diseased and dead trees a blight on Oklahoma City

Due to the serious drought and disease from the last two years, we're seeing a lot of dead trees in our city. Quite an eyesore, but the cost of having them removed is expensive and I understand some people have no excess money to address this problem. Is there a way city government could get a volume contract with companies to get a better price for removal?

If the city couldn't absorb all of the cost, maybe homeowners who couldn't pay for the removal in one lump sum could have the cost added to their utility bills and spread the cost over a set period of time. I realize that might be an accounting nightmare, but I would welcome some discussion as to how this blight might be addressed.
