On the agenda is an extension request of undeveloped portions of Coffee Creek Planned Unit Development north of Covell Road, east of Kelly Avenue and west of Boulevard. The council is also being asked to consider an amendment to the Edmond Plan and rezoning of the property to allow 345 apartment units to be built there.

These same two agenda items were continued from the Oct. 26 meeting.

Homeowners said if the apartments are built, their property values would decrease and traffic would become more congested.

Both sides have presented their cases in standing-room only planning commission and council meetings since August.

Richard Hasse, the spokesman for the homeowner association board of directors, said in a statement that the city first needs to resolve the legal issues involving the two competing pending PUD applications Turner has filed. In September, developer Derek Turner and Covell Road Properties LLC submitted new plans for the multifamily housing units on 21.58 acres in the Coffee Creek area.

"However, regardless of how the legal issues are resolved between new Title 22 and old Title 22 ... the issue of Turner’s request to increase the density of the zoning of the land remains the key issue with the residents.”
