Environmental group hits state proposal on Vt. Gas

MONTPELIER, Vt. (AP) — An environmental group says a fine being recommended by state regulators against Vermont Gas Systems is too low.

The state Public Service Department on Thursday told the Public Service Board it should issue a $35,000 fine against Vermont Gas for being too slow to report to the board that the costs of phase one of a gas pipeline project were growing by 40 percent — to more than $121 million.

Sandy Levine of the Conservation Law Foundation, which has opposed the pipeline project, says the company should have to ask for an amended state license, called a certificate of public good.

She says $35,000 is too small a fine, given the size of the project cost increase.
