The former business manager of the Pardon and Parole Board was charged with five felony counts of embezzlement Wednesday for allegedly misusing a state-issued fuel card.

Prosecutors have accused Darlene Whaley, 58, of using a Fuelman credit card to put more than $600 in gasoline in her personal vehicle during a five-month period last year. The charge was filed in Oklahoma County District Court.
Whaley was fired Sept. 15 after being accused of misconduct.
Administrative Law Judge P. Kay Carter ruled in March that Whaley was wrongfully fired for actions that mirrored those of the agency's executive director.
Carter decided there was no evidence presented by the board that any of the 27 violations would justify a discharge of Whaley.
However, the judge wrote that there was evidence that Whaley submitted travel claims for dates she was on sick leave, lied to the executive director regarding a contract with a parking garage, tried to give herself a raise in excess of agency policy and lied to the executive director about the increase in salary.
