Feds sue Gene Stipe over insurance dealings

MUSKOGEE — Federal prosecutors today sued former state Sen. Gene Stipe, accusing him of illegally participating in the insurance business as a convicted felon.

The lawsuit alleges Stipe's companies engaged in the insurance trade for 19 months after he was sentenced in a campaign fraud scandal.

Each violation carries a possible $50,000 fine. The two-page lawsuit doesn't say how many insurance transactions are involved, nor how much his potential liability might be.

"My preliminary view, a lot," U.S. Attorney Sheldon Sperling said of Stipe's potential exposure. "It could be a large number."

The filing could indicate prosecutors have resolved themselves to the idea that Stipe will never serve prison time on either a probation revocation case or a new criminal indictment, both of which were filed last year.

Stipe is in a federal prison hospital in Missouri, undergoing mental competency testing in the probation violation matter. A prison psychiatrist originally reported last found that Stipe was incompetent from recurrent swelling of the brain. A federal judge agreed, prompting Stipe's return to the prison hospital in May for up to four months of treatment.

For more than two decades, Stipe was a secret owner in several abstract companies involving front man Steve Phipps.

Phipps testified at two recent trials that Stipe wanted his ownership private because it might be illegal for him as a senator to vote on matters involving the industry.

Stipe also was co-owner of Corporate Finance Group, the parent company of American Land and Aircraft Title Co. in Oklahoma City. That company underwrote numerous title insurance policies sold by Stipe's abstract companies, prosecutors allege.

His ownership remained a secret until July 2005, when Stipe sued Phipps. He later asked the state Insurance Department to let him engage in the insurance business despite his felony conviction. His request was rejected.

The period covered by the lawsuit is Feb. 1, 2004, until Oct. 25, 2005, when Stipe said he had transferred his interest in Corporate Finance Group to an irrevocable trust to benefit his daughter and grandson.

Penny wise and pound foolish? Here we are complaining about Gene Stipe about 10 to 40 years late. Gene Stipe is a two bit crook, by Oklahoma standards, who may have stolen a few million. We have some working the tax credit scheme for $100s million each year. Take a look at -- http://prowlingowl.com -- Those involved in this scheme are the well known and popular. So that makes it ok for them to take $100s millions. The Capital West Securities letter that found its way to the press in September was promoting a $300 million investment fund that would return investors $2 in tax credits for every $1 they invested. The ever popular Barry Switzer is helping promote that scheme. That is taking $600 million of our tax dollars. We are seeing nothing in return. Gene Stipe will never get what he deserves, but lets get our priorities straight and try doing something before it is too late!

Janice of Norman, those powers that be are elected. 3 of the supreme court judges who voted yes on his pension are running and will be on the ballot this upcoming vote (this month) this is a good time to get rid of them. vote no on re-election

Gene Stipe had more ways to skin tax payers than a chicken plucker.I hope he spends the rest of whats left of his sorry life by himself in a jail cell.He deserves it.

Oh, gee, Jeff, attempting to rationalize or pretend Mr. Stipe is not the the lifelong, organized crime felon he is, and instead you harpoon the U.S. Attorney appointed by George W. Bush. Thank goodness, George Bush and Richard Nixon, for ending corruption in Oklahoma in the form of U.S. Attorneys who put an end to David Hall and Gene Stipe. Gene Stipe has harmed a lot of folks and he is no Robin Hood. I don't care if he threw a few bones to the masses; he has been a crook with insurance and abstract companies by just my 55 year old recollection for at least 30 years. Throw the old fart in prison and lose the key.

Gene Stipe has helped more people than he has hurt. I wish everyone would leave him alone. He does not deserve what is happening to him in this stage of his life. No3w, yoiu do gooders can fire away.

You can't do anything but laugh that we talked about this stuff at the Busy Bee Diner in downtown McAlester 10 years ago. From money laundering, to insurance fraud, to pongi scams, to immigration violations, to just about the whole U.S. code, he got his hands in it all. From lawyers to judges to laymen alike, it was like watching things vaporize all around the region. As they say it was like nailing jello to the wall. People would just say that only God can convict Mr. Stipe. In many ways, his indiscretions will only be answered in the times ahead not on earth, but you can say that for all of us. But as much as you may dislike Stipe, one thing stand clear. He had to get that way from someone teaching him. He has a rather large office at O.U. in Norman but is never there as he's 6 feet under. But he does have a nicer office than most people at O.U.
