Edmond streetlights at Covell Road and Kelly Avenue will remain lit for testing

City Engineer State Manek said the lights were not working properly about a week ago.

“Not all of them came on after a rain,” Manek said. “They will probably be left on this weekend as well since there is a large chance of rain.”

The lights are part of a $16.1 million road-widening project at Covell Road and Kelly Avenue. Traffic signals were installed at Thomas and Covell; at Kelly and Covell; and at Kelly and Kiowa and the entrance to J.L. Mitch Park.

Construction started in December 2011.

The roadway is open for traffic, but the city hasn't signed off on the project because not all the work has not been completed properly. Therefore, the city does not have to pay for the electricity to run the lights day and night, Manek said.

“The project has not been accepted, so it is still the contractors' responsibility to pay for the electric usage,” Manek said. “The city wants to make sure all issues are correct before the project is accepted and then it is the city's responsibility to maintain.

“In other words, we do not want to accept something that is not functioning correctly.”
