Former OSU president files for state Senate seat
Former Oklahoma State University President James Halligan filed today as a Republican candidate for the open state Senate District 21 seat that includes Stillwater and is a target in the Republican battle to take over the state Senate.
Halligan, 71, served as OSU president from 1994 to 2003.
The seat he is seeking includes portions of Payne, Lincoln and Logan counties.
