This photo shows Serenity Deal in late January at a hospital after her father returned her to a foster home. She had black eyes and a swollen and bruised face. Both her father and the girl, then 4, said he had dropped her on accident. It was the second time in January she was hurt while visiting him. DHS workers accepted the explanation and placed her with her father in May. Her father beat her to death in June. Her tragedy this year renewed public concern about how well the Department of Human Services cares for children.
