Lincoln Plaza Office Park, 4545 N Lincoln Blvd., is nearly vacant nearly 2 years after a massive hailstorm ruined the roof and then a deluge flooded tens of thousands of square feet of space a month later. The buillding lost most of its tenants, including the Oklahoma Health Care Authority and other state agencies. The building owner, Dr. Vinod Gupta, is trying to woo them back.
