Lincoln Plaza Office Park, 4545 N Lincoln Blvd., is nearly vacant almost 2 years after a massive hailstorm ruined the roof and then a deluge a month later flooded tens of thousands of square feet of space. The building lost most of its tenants, including the Oklahoma Health Care Authority and other state agencies. The building owner, Dr. Vinod Gupta, is trying to woo them back.
