Federal regulators say in a new report to Congress that pipeline spills caused by erosion dumped a combined 2.4 million gallons of crude oil and other hazardous liquids into waterways across the U.S. over the past two decades. The report was crafted in respnse to a major 2011 spill into the Yellowstone River that highlighted federal regulations that allow pipes to be buried just a few feet beneath riverbeds that can easily wash away during flood events.
