This Jan. 4, 2013 photo shows the ICL Milestone building at the Creedmoor Psychiatric Center campus in the Queens borough of New York, where some elderly and disabled residents of Bell Harbor Manor, an assisted living facility in Queens, were evacuated to as a result of Superstorm Sandy. The Bell Harbor Manor residents were first sent to an emergency shelter, then to an overcrowded hotel, and finally to this halfway house for the mentally ill. But during that time, many of them have continued to sign over most of their monthly Social Security checks to Bell Harbor Manor to cover room and board, even though they have been flooded out of their rooms since Halloween.
