YAKIMA , Wash. (AP) — Jack Battles had a roof over his head and was earning $52 an hour in the Bremerton shipyards.

Then a mooring line from a ship slammed into his knee in 2005, ending his career as a load rigger. He used to work in construction, but that wasn't an option, either.
