Hundreds of Oklahomans rally at state Capitol for senior meals

About 400 Oklahomans crowded around the second-floor rotunda of the state Capitol today to ask state leaders to restore funding to senior nutrition programs.

Gov. Brad Henry, whose office is on the same floor, did not attend. But he spent Tuesday night and early this morning talking to advocates about a possible solution to the financial crisis.

Charles Campbell, a coordinator of today's rally, said Henry called him Tuesday evening and told him that the state Department of Human Services, which cut $7.4 million from the senior nutrition program because of state revenue shortfalls, is willing to use money earmarked for other programs but not due to be spent until later this fiscal year.

Campbell, who like Henry is from Shawnee, said the governor told him that DHS Director Howard Hendrick wanted assurances from the Republican legislative leadership that the money will be restored to his department when lawmakers return in special session in February.

Sen. Kenneth Corn, D-Poteau, who with Sen. Tom Ivester, D-Elk City, camped out overnight on the Capitol grounds, said the governor stopped by their tent about 12:30 this morning and told him about his idea.

Corn said he liked the idea. But if Republican legislative leaders don't agree, he still supports the calling of a special session. He and other legislators signed petitions today asking for a special session. He has to get two-thirds of the 101-member House and 48-member Senate to sign the petition to get a special session called. Minority House leader Danny Morgan, D-Prague, said House Democrats would not seek being paid for their expenses to keep costs of a special session down.

AARP Oklahoma gave people empty paper plates to show how Oklahoma's greatest generation — the name given to those who fought in World War II — is now fighting hungry. They were asked to sign their names and give it to their legislators.

Marjorie Lyons, volunteer state president of AARP Oklahoma, said the funding cut is affecting thousands of elderly Oklahomans.

"From north to south, east to west, in cities and towns like Edmond, Calera, Maysville, Caddo, Wynnewood, Roff, Commerce, Choteau and Locust Grove, senior nutrition sites are no longer serving lunch," said Lyons, of Broken Arrow. "And you won't find a meal on any Friday between now and the end of the fiscal year in Enid, Ponca City, Newkirk, Blackwell or Billings."

Sen. Patrick Anderson, R-Enid, called again on Henry to use 5 percent of his $105 million in discretionary federal stimulus funds for the program. The governor earlier said those funds already were committed and they are to be spent on one-time projects.

The state Department of Human Services cut $7.4 million earmarked for some senior nutrition programs to deal with a monthly 5 percent cut in state funding. Those monthly funding cuts are expected to continue through June, the end of this fiscal year, because state revenue has come in 26 percent below estimates for the first quarter.

I am astounded that 90% of the respondents to this poll want to take my money and feed senior citizens with it. That is not a responsibility of government.

This is what happens when you attach yourself to government programs. The government gives and the government takes away. If these were my grandparents, I would do everthing in my power to provide for their nutritional needs. That is what the family is for. Don't let the government be the new provider of your family.

YOU say vote democrat, well the dems want universal health care and to certify folks for services to get these services I do over 50 pages of paperwork to be turned into the state. so dappie YOU grow up and figure this deal out. Its obvious your only response is to call names and make feeble recommendations. If you dont want to see how far the rabbit hole goes then take the blue pill and you will wake up in la la land and everything will be okay for you but not for the rest of the world and mankind. What a fool you are. Read your history books and do some research, you have internet access. I am a democrat but I am a man without a party these days as the dems have gone to marxist/socialists. Isn't this what the churches are for....to support the orphans, widows, & hungry? It's not what the welfare system's for! We shouldn't even have a welfare system. That's what's ruining the states in the first place. If you have kids, get a job. If you need food, call the church! Instead, we have vallet parking, church stores, coffee houses, plasmas, cadillacs & rolls royces by head honchos in the churches. Start calling places like Quail Springs Baptist, Crossroads Church, FBC Moore, FBC Del City, & other large churches. Surely they can fork out a few thousand each to support those less fortunate instead of sending staff overseas for 'mission trips' & buying rolex watches, etc. I mean....seriously!

Where's the coverage of the two to three thousand people at the State Capitol Wednesday evening at the Tea Party Express? Did I miss that story somewhere? Or is The Oklahoman once again pretending it didn't happen? If it was 3 liberals protesting the price of bananas you can bet it'd get top billing.

That was called the 'Welfare To Work" program a while back in which TANF recipients were required to be involved in an active job search or to be pursuing education. As with most social programs, it fell prey to the political spoils system, like when Keating pulled money from OJA to set up one of his Tulsa buddies running one of these programs. You may remember that guy's efforts in which it cost us taxpayers about $250,000 to find one woman a minimum wage job. A buddy of mine worked here in the city as a job coach, and that effort, according to him, was stocked with politically connected scum who collected a paycheck and did little else.

Why don't we just ask the FED to go and print us some more money to feed the hungry? Just go ahead and add it to the tab my generation and evey generation to follow will have to pay for! It's okay that we have to pay for 2 wars right now, bailouts for the rich, etc.. but keeping food on the table for decent Americans is totally not important!

Most of these elderly folks have worked hard their whole life and given us a lot. You can't tell me they can't do some cutting and come up with $7 million! I personally know a woman that has 4 kids 3 from different dads. She only works part time, she said she can only work so many hours a week so she wouldn't loose any welfare. So instead of working her butt off and providing for her kids like she should be, she only works the minimum. They should also be subject to random drug testing! Get peope off welfare and use the money to help people that need it.

SNAP is a federal program, so your solution is not as simple as pulling SNAP benefits from qualifying families and giving them to the seniors.

I say cut back on the amount they GIVE to these families in the way of food stamps. My family of 4 have survived on $400.00 a month for groceries for years and are not starving. I have heard of families of 5 getting $800.00 a month in food stamps, another family of 7 getting over $1000.00 a month. What if and I say what if someone in that family got out and worked. I say cut back on food stamps for those who can and give it back to the seniors who can't. Very disgusting that the younger generation is so "weak".
All the problems of our economy are that of our government who have given and given to the big guy and themselves and taken from us, the hard working.

seniors are the only ones with the time to go protest. I'm surprised the Glen Beck/Mark Shannon "Tea Party" folks aren't out there couter-protesting. Tea Party folks always want lower taxes, smaller government. OK, Glen Beck and Tea Party...here ya go. Let's start cutting somewhere. Yet, they don't dare get out there and counter protest against the seniors. Isn't it ironic?
This just points out the difficulty of government trying to cut spending and save money. Somebody's favorite program will have to be cut. 7.5 million. Let's see...how much now did we give to Chesapeak Energy in tax breaks and special treatment. How much again did we provide for the NBA franchise to come here? Money for services doesn't grow on trees like dappiesdad says.

Looks like to me the elderly and their advocates showed up strong at the capitol. This is what gets politicians attention folks, whatever the cause you support or do not support. This is representative government at its finest. This is how our government in this country is supposed to work. I work for a program that is designed to keep these seniors out of the nursing home which will cost way more than a mere 7 million. Nutrition is a lot more part of the equation than you might think. I would rather pay this than for money to nursing homes which is where a certain former gov I have heard has invested his money in. This is a complicated formula that with new technology, new research that can provide some assistance in helping your dad, mom, grandfather or grandmother. If you think nursing home care is great your sick. There are a few in this state that really do a fantastic job. However I just got a call from a constiguent who has an elderly mother in a facility and has fallen and was in a nursing home and they damned near killed her while billing the government for thousands each month. So if you dont think this is a good investment in YOUR and my mothers, fathers, and grand parents then I think you are in error and need to educate yourself. These people that get the meals are on a fixed income for various reasons. So if your one of those eugenic thinking folks then move the hell out of America I dont want you. If you dont know what eugenics is, look it up on the internet. Its coming to and is slowly arriving in America and if we let the current fools get their health care passed then you will really see what eugenics is all about. For you tv generation folks watch V and see what your government is proposing to do to your relatives and to you. Just substitute the aliens for the progressives in both parties. Too bak the DOK doesnt have a Know it real American history instead of the watered down and manipulated crap public schools have been teaching for many years, oh colleges are not much better.

There always seems to be funding for the 22 year old woman with 3 out-of-wedlock kids from 3 different men, but we're cutting funds for our seniors that worked didn't live that lifestyle, they just grew old.

I have noticed that most of the respondents to this thread are younger adults. How many of you have elderly relatives that have little or no income? How many of you are willing to let your mom or dad go without meals? How many of you have been hungry and had nothing to eat or no money to buy food? The elderly deserve a little help. They aren't to be cast aside because they are old. Remember you might end up in the same situation someday. I realize that you think you are smart enough to never end up in the poorhouse. All it takes is to get real sick or lose your job or business. You might even fall prey to another Bernie Madoff. Then, all you plans for retirement go out the window. All you can do is lay low each month and wait for your SSI to come just to pay your bills. When they are paid you have very little left for food or medicine. Some of you think it could never happen to you, I am certain that most of these retirees thought that they would never need help just to get a meal. So laugh and joke and tease these old folks all you want to. Just remember paybacks' a mother F#$@er....

Stinkerpants - She doesn't want the government to pay for her meals. Did you miss the part, about how most of the food is provided by the seniors themselves? She makes the best potato salad in the country, by the way. And chocolate pie that she calls her “Better than Sex Chocolate Dessert”…for an old lady she’s funny. And one day she brought home some buffalo tongue for us to try, which I couldn’t do. My point is obviously difficult to get from my previous point. Sorry to ramble. The point was that this little old lady has me, my boyfriend, and her friends at the lunch hall to help her socialize (not to be confused with socialism) and keep active. Not all seniors have this. And like someone said, they can’t all be put in nursing homes. It isn’t feasible. I hate to think about some of these kinds of people who are so easy to love, sitting at home hungry. She worked her ass of back in the day, and she isn’t the only one. My grandpa’s Purple Heart didn’t feed him when he got older. It doesn’t matter what some of them did to serve their country. They’re still going to sit at home hungry and alone, and I just think it is sad. Glad to see you can still be rude as usual stinkerpants.

Hard questions need to be asked of DHS director Hendrick. Why does all the cut come from this program? Why is his department not paying for other elder programs? why no furloughs, starting with Hendrick? As Raven pointed out very well, the nutrition serves the elderly in several ways: They are together, visiting and seeing each other. Even the homebound know they will see somebody at least five days a week, but not now. I know of at least two people who passed away and would not have been found for who knows how long, were it not for the volunteers that delivered their meals!

My mother was the first site director for Areawide in Crescent. I know how important this program is!

My bf’s grandma worked from 13 until she retired. From 16 on, she worked for DHS and retired from there. She never got public assistance. We have been helping her buy groceries for the last 2 years and she hates it every time. I wait until she’s at church and then we sneak groceries into her pantry & refrigerator now. Her church doesn’t have enough money to buy her groceries. She is a proud woman at 82 years old. You could say that she should swallow some pride, but she isn’t asking for a handout. She was going to the senior luncheon at the park every day, but even some of that is what she and the other members cooked at home and brought in to serve. She goes mostly to see her friends and have someone to gossip with. But the elderly folks need to eat too. She is worried now they are going to cut out the program. She’s a simple woman who has led a simple life, but I think now she deserves better. Then again, since she's a Republican, maybe she should just starve.

It doesn’t matter what your political views are. We should take care our seniors. I worked in a nursing home for 2 years in HS…until it closed down. Strange thing, money is, you have to actually have it to take care of people. All the talking in the world about it doesn’t buy food and medication. That was my most favorite job in the world. If the place hadn’t closed down, I would still be working there today. Those people were the most interesting people you’d ever meet. Guess what my job was? Feeding seniors. It was the most rewarding job I could have had. They need all the help they can get.

The question being asked by the D.O., "Should Oklahoma state leaders restore funding to senior nutrition programs?" Most people would say "Yes". However, do we want our leaders to begin to pick and choose what programs they want funded during this budget shortfall? Do they know better than an agency head? Our State laws require across the board budget cuts that are equal for all agencies. The agency makes the determination on what to cut. If you restore this program, will you have to take away from another that impacts infants or children? Will it cause more State workers to be RIFed or furloughed?

There is only a certain amount of money available in the Rainy Day Fund that can be tapped. It is best to let the agencies determine how best to reduce or restore their budgets. I'm sure this will most likely be the first program restored by DHS once the Rainy Day Fund is tapped. However, until such time as the Fund is tapped, then programs and services will have to be reduced or eliminated. Sadly, that is the reality of the budget shortfall.

Steven, your government is handing out far more money in state income tax credit fraud than this program. A couple $100 million a year and have been for some years. That is going into the hands of a very small group of wealthy and a few politicians.

If you want numbers – look at this: within the last two weeks some $223 million in hidden 2007 state income tax credits have been uncovered. The Oklahoma Tax Commission, Administrator, Tony Mastin, the one person with sole control and access to tax credit info had only been reporting $69 million of those tax credits on Open Books. We now know that number should be more like $292 million.

This fraud has been operating since at least 2005. Mastin is allowing tax credits of as much as 30% (and possibly 40 and 50%) on bogus investments claims. Claims based on fake bank loan documents and in name only LLCs.

This is one reason for our tax revenue shortfall. The reason this has been allowed to occur is no one knows because state lawmakers passed a bill to keep this program operating in secrecy.

Brad Henry, and republicans, are discussing stripping $7.4 million from this program while their buddies are pocketing $100s million in return for a few jobs like at Quartz Mountain Aerospace that just filed bankruptcy. A group invested $32 million in QMA, then used a $389 million fake loans to claim $126 million in tax credits. Then sold many of those tax credits, for half-price. QMA never had more than 100 employees and that was only for a short period. And, this is only one program. Affinity Ventures used the remaining $254 of a total $643 million fake loan scheme to steal another $76 million in tax credits.

While we are all gnashing out teeth over where to cut, what do not know is occurring is stealing us blind. Look at prowlingowl.com

Where are the church people from the "bible belt"? Where are the family of elderly? Government needs to do alot, but feeding old folks shouldn't be one of the things they need to do. Besides we can't afford to feed people or educate them, we have to save our money for prisons and Bob Stoops $6million salary+bonus.

Republicans prefer to care for people privately through individual actions, churches, private charities, etc..., without all of the government red tape, overhead, loss of freedom and corruption. Stating that these people should starve or be fed through a big government program is a false choice.

Republicans always vote against anything for the poor and love sales tax increases. Sales tax hits the poor unfairly. Look at map for millionaires. Little old ladies paying sales tax for a pro basketball team owned by the elite in the city.

It is indeed unfortunate for all seniors and others that programs such as these are being cut. Tough decisions are having to be made by all State agencies to reduce spending. You can only cut so deep without impacting some type of program or service that affects someone. Unfortunately, additional program cutting such as this is probably going to become the norm if State revenues continue to decline.

This program is a no brainer. Seniors need these programs regardless of income to stay in contact with the outside world. This is money well spent for our seniors. They've given their whole life to us in many cases and a little payback is no big deal. That's why I'm a Democrat.

Sparky (Mark), I can think of a downside to the program. The government takes my money to do it, and it breeds dependence.

This is a great thing to fund and support. It crosses political and socioeconomic lines. It is often the only contact many seniors have with the outside world especially if they are home bound. Not everybody can live in a retirement home. I cannot think if any down side to the program.
