Most of the new state law, House Bill 1804, takes effect Thursday.

U.S. District Judge James Payne on Monday dismissed a lawsuit filed last week in Tulsa federal court against Gov. Brad Henry and Oklahoma Attorney General Drew Edmondson. Payne ruled the plaintiffs, including the National Coalition of Latino Clergy and Christian Leaders, based their complaints on hypothetical damages because the bill had not yet taken effect.

Edmondson was asked to review the legislation by several legislators about two months ago. After the federal lawsuit was filed, the attorney general's office said it would not offer an opinion on any issues that were brought up in the lawsuit.

Edmondson's office has said it would likely be months before it is ready to render any legal opinion on the case.
