Jay school principal charged with manslaughter surrenders

Roger Shane Carroll, 39, of Eucha, was charged Friday in Delaware County District Court with first-degree manslaughter and felony and reckless operation of a vessel in connection with a July 29 fatal boat crash on Grand Lake.

Numerous opened and unopened cans of beer were found in and around the boat, and an odor of alcohol was detected on Smith and Shane Carroll at the time of the crash, the report states.

A blood-alcohol test was performed on Shane Carroll, but results were not listed in the report.

An autopsy report showed Price was intoxicated, and the cause of death was accidental drowning.

Shane and Brooks Carroll denied the elder Carroll was driving the boat, saying Price was operating the boat when it crashed but witnesses and Smith told police the elder Carroll was driving the boat.

The GRDA preliminary report states Shane Carroll was operating the boat.

The report states Shane Carroll said to GRDA police: “Why are you doing this to me? You can’t do this to me. I am a principal at Jay schools, and I have a family.”

GRDA police said in their report they were not able to determine the boat’s speed at the time of the crash, but the boat was above idle, a violation of the rules for the Duck Creek area. The boat was stopped two hours earlier for the same violation, the report states.

No one in the group was wearing a life jacket.

Brian Kuester, the district attorney for Adair, Cherokee, Sequoyah and Wagoner counties, was appointed to the case after Delaware County Attorney Eddie Wyant recused himself shortly after the incident, citing a conflict of interest.
