Cawley succeeds Michael J. Packnett, former president of Mercy Health Center of Oklahoma who resigned to take a job in Fort Wayne, Ind.

The Federal Reserve Board of Governors appointed Cawley to a term that will expire Dec. 31, 2008. He will be eligible for one re-appointment.

The Kansas City bank also announced that Richard K. Ratcliffe, chairman of Weatherford-based Ratcliffe's Inc. bookstore business, will serve as new chairman of the Oklahoma City Branch board. He will succeed Tyree Minner, former manager of the now-idled Oklahoma City General Motors Assembly Plant who was reassigned to a Pontiac, Mich.

Other members of the seven-member board include Terry M. Almon, president of Arkansas Valley State Bank in Broken Arrow; Robert R. Gilbert, III, president of the F&M Bank and Trust Co. in Tulsa; Fred M. Ramos, president of the Greater Tulsa Hispanic Chamber of Commerce; and Steven C. Agee, president of Lee & Agee Inc. in Oklahoma City. One board position is vacant. Four of the board members are appointed by the Kansas City Reserve Bank's board of directors; the remaining three are appointed by the Board of Governors of the Federal Reserve System in Washington. Branch directors meet monthly to confer on economic developments and operating matters.
