Man accused of exposing himself in Wheeler Park

A transient accused of walking through a metro park wearing only shoes and a cloth on his head is facing a misdemeanor charge, records show.

Joshua Cole Phillips, 18, was charged Thursday in Oklahoma County District Court with outraging public decency.

Phillips is accused of walking naked May 14 through Wheeler Park near Interstate 40 and Western Avenue.

Children were among those who saw Phillips walking naked in the park about 6 p.m. May 14, police reported in a probable cause affidavit. has disabled the comments for this article.
