Medicare program not a great success

Regarding Douglas Beall's “Leave Part D alone in Medicare reform” (Point of View, May 11): As a physician and also a beneficiary of Medicare, I don't see this program as a great success story. Medicare isn't allowed to negotiate the price of drugs, as is the military. Insurance companies are allowed to change their coverage every Jan. 1. Indeed, there's great but confusing competition for your insurance business.

I haven't even mentioned the “doughnut hole,” which apparently is being somewhat addressed by Obamacare. Medicare Part D is addressing part of the problem in our exceedingly dysfunctional health care system, but this program still has problems that need to be repaired.
