The meeting comes after Couch wrote fire union president Phil Sipe last week to tentatively accept an offer Sipe mentioned in a story in The Oklahoman days earlier.

Sipe confirmed the meeting Thursday.

Couch declined to comment, citing ongoing negotiations, city spokeswoman Kristy Yager said.

Election set over raise
Negotiations between the city and International Association of Firefighters Local 157 concerning next year’s firefighter work contract stalled this summer. Arbitrators later gave the firefighters the 1 percent raise they sought. City officials have said they cannot afford such a raise.

In response, city council members set a Feb. 9 election in which voters will decide whether the firefighters should get a raise.

City employees did not get raises this year.

Both sides said they are trying to avoid the election and hope to reach an agreement beforehand.

‘Me too’ acceptable
Today’s meeting is the result of a blunt letter Couch sent Sipe last week that said council members are willing to accept an offer Sipe described in a story in The Oklahoman, which Couch attached to the letter.

In the story, Sipe said the union had agreed to forgo raises for city firefighters this year and roll over last year’s contract if a "me too” clause was included.

The "me too” clause would guarantee raises for firefighters if the city gives other employees raises, which officials do not plan to do this year.

But council members have never received such an offer. Offers the union submitted with the "me too” clause included additional benefits requests that city officials contend would cost millions.

"At no time have I been aware of proposals submitted to the City by the IAFF that included only the rollover with the ‘me too’ clause,” Couch wrote in the letter.

Couch continued: "Nonetheless, I am authorized by the City Council to accept the IAFF offer to roll over the contract with the ‘me too’ clause for fiscal year 2009-2010. Please advise when you are available to sign a tentative agreement.”

Sipe said he is not planning to bring a new offer to the meeting, but hopes it will be productive.

"It is our desire to continue to try to communicate with the city,” Sipe said.

Glad to see another positive attitude out there, Philip! What a potty mouth you are, Philip. We offered to forgo "any" raise as long as there was a "Me Too" clause incorporated. The City Manager all of the sudden said "This is the first time he had heard that language." Hmmmmm? The fire department is looking at losing positions or laying off as well. I hate that you are so bitter toward police and fire since we are all in the same boat. We do our job well and accept the risks, with a great amount of pride, Philip. Mid-year 2% budget cuts for all city departments, come on. I may not live in the City of OKC but I'll put my true blue loyalty up against yours any day! Take a survey of "your" fellow workers and see how many actually live in OKC, you may or may not be surprised.

Only the City of OKC Firefighters would be worried about a raise when others are being laid off, furloughed, and having their salaries frozen. I'm sick and tired of hearing how we must do this for our brave men and women. I appreciate it but it IS your job. You know the risks before you enter service. If you're not willing to take the risk without the absolute promise of raises no matter the economy...then don't sign up! The Public Safety Sales tax that was to go for personnel & equipment was long ago taken up in personnel costs only. There is no money in the PSS for equipment.....yet...they want more money. I say NO! By the way Russell, nice job of living in Yukon (suburbs) and sucking on the City of OKC tit. We should also have a residency requirement for these obviously true blue loyal citizens of OKC....err Yukon.

As an Oklahoma City firefighter I would like for citizens to be more thoroughly informed by both sides about the negotiation process. That is an impossible task since we cannot get into news print our full side of this issue. The City Managers commments cannot be the only voice for citizens to make an informed decision about the issues. I would like the citizens of Oklahoma City to know that we are not "The Greedy Monsters" that the City Manager and the City Council would like you to believe. Since 1999 we are operating with 50 less firefighters to serve you the, citizen. Since 1993 the cities population has increased by nearly 100,000 people and we are still performing a remarkable job of responding to "YOUR NEEDS" in 4 minutes or less on average every day. The everyday firefighter puts you and your needs, the citizen, number "ONE" above everything else. Stop by your local fire station and have a cup of coffee or glass of tea and get a feel for fire station life. If city management was as concerned for your well being as we are we, we would not be operating at minimum staffing levels every day of the year 24/7, 365. Better yet join the Citizens Fire Academy and briefly live the life of an Oklahoma City Firefighter. Lets not forget the police department. These brave men and women are vastly under staffed and are in the same boat that we are. So please, keep an open mind during these times and try to get as much information as you can before thinking the worst of these brave men and women who love our citizens!

So if they get their contact with the firefighters' union then change their position on MAPS 3? Doubtful. They seem more interested in holding the city back as long as they get more money.

The state started the year with a budget cut, and have had to make cuts again since then. I work for a rural county, we didn't get raises this year, and will most likely have our pay cut next fiscal year.

Wasn't the overall state budget cut 5%?
NO RAISES!! Not right now.

MY VOTE if it comes to an election - NO!

hey, these guys are much more importent than the average person working for the city. they have been babied so long that they now believe it. next thing you know, they will think they are as big as the teachers and need 3/4th of the whole city budget and to hell with the other city employees.

These stupid union bosses and better wake up and smell the coffee. EVERYONE knows that they are going to lose an election. I didn't get a raise, you didn't get a raise, and I'd be finding my pitchfork if the City gave any OTHER employees raises this year. These are hard times and we ALL HAVE TO TIGHTEN OUR BELTS. There is nothing more disturbing than a greedy hero.
