In small saucepan, over low heat, melt caramels in remaining 1/3-cup milk. Spread over top of baked batter. Spread with chips and pecans.

Press remaining dough onto the prepared waxed paper. Then, slip it off the paper onto the baked layer. Bake 18 minutes more. Cool before cutting.
