In 2003, Barnes was elected as the first Region VI co-chair for Prevention, Advocacy, Resources and Data Exchange, a program called PARADE. The nationally organized group was initiated to assist the nation's fire marshals in networking and implementing more effective prevention programs.

Barnes was recently chosen to serve on the International Fire Chiefs Association's and the International Code Council's Regional Work Group for the Southwestern division.
