WASHINGTON (AP) — Upstate New York Democratic Congressman Maurice Hinchey is saying farewell.

The 74-year-old 10-term representative from the Hudson Valley plans to deliver farewell remarks from the House floor Thursday morning.

Hinchey served in the House since 1993 and didn't seek re-election this year.

Hinchey strongly opposed hydraulic fracturing for shale gas in New York. He is co-author of the FRAC Act, which would mandate public disclosure of chemicals used in fracking and allow the EPA to regulate fracking under the Safe Drinking Water Act. First proposed in 2008, the bill has gone nowhere due to industry opposition and Republican control of the House.

Before he was elected to Congress, Hinchey served in the Assembly where he chaired the environmental committee.

He officially leaves office at noon on Jan. 3.
