Oklahoma can take steps to win tech grants

One thing about federal funding for research and innovation is absolutely certain. If you don’t apply, you won’t get it.

On the other hand, entrepreneurs and scientists who develop and submit compelling proposals stand a reasonable opportunity of accessing the billions of dollars set aside for Small Business Innovation Research or SBIR and Small Business Technology Transfer or STTR grants.

Most of this type of Phase I awards are $100,000. Phase II awards are up to $750,000. In 2008, the NIH approved nearly half of all reviewed proposals for Phase II awards.

In 2008, National Institutes of Health approved 25 percent of reviewed SBIR and STTR Phase I proposals. Historically, the Department of Defense approves about 15 percent of Phase I proposals, with most other agencies ranging around 15 to 18 percent.

In science and entrepreneurship, 15 to 25 percent are not bad odds.

It takes work and expertise to apply for an SBIR/STTR grant. The rules and deadlines are rigid and specific. If an applicant doesn’t strictly follow the solicitation guidelines, his or her proposal won’t go very far. The proposal might not even be read.

One of the grassroots ways that states move the needle on receiving federal grants is by helping companies submit more SBIR/STTR proposals that earn review and receive funding.

The Oklahoma Center for the Advancement of Science and Technology provides a suite of services to help guide state small business owners and entrepreneurs through the steps.
