An Oklahoma City man was arrested after police found a 4-year-old boy wandering around an apartment complex in cold temperatures.

Jerry Lewis Bynes, 49, was arrested early Saturday on a complaint of child endangerment. He was taken to the Oklahoma County jail and his bail was set at $20,000, a jail official said Monday.

Police were called shortly after midnight to an apartment complex in the 3700 block of S Pennsylvania Avenue in reference to a man “acting crazy,” according to the incident report.

Officers found the man, who smelled of ether, and detained him. When officers tried to ask him questions, he would not respond and kept looking around “as though he was seeing things that weren’t there.” The reporting officer noted that he thought the man was high on phencyclidine, commonly known as PCP, according to the report.

While the man was being checked by paramedics, officers found a 4-year-old boy walking by himself in the complex while it was 42 degrees outside. Officers found another toddler in the man’s apartment, according to the report.

The children’s mother returned to her apartment and said she was letting Bynes stay with her after he had been released from prison until he could get back on his feet. She and her sister had gone to a movie and dinner and Bynes had said he could watch the children, she told the officers. Neither child needed medical attention, according to the report.

Bynes had been convicted on multiple charges, including possession of a controlled dangerous substance (phencyclidine) and assault and battery on a police or other law officer. He was released from prison in August, according to the state Corrections Department website.
