Oklahoma oversight agency finds DHS urged boy’s move despite dad’s arrest
A state oversight agency has found child welfare workers knew a father had an assault arrest in his past but recommended a 2-year-old boy be placed with him anyway.
Vincent An’Dreas Johnson died Oct. 6, about three months after he was placed with his father. The father, Fort Sill soldier Michael Jeffries, 22, is charged with second-degree murder in Comanche County District Court. Prosecutors say the boy was a victim of shaken baby syndrome. The Oklahoma Commission on Children and Youth reviewed confidential files on the placement at the request of The Oklahoman. The state commission’s findings were made public Thursday. The report shows Vincent was taken into state care in Texas three weeks after his birth due to neglect. Texas child welfare workers later determined Jeffries was the boy’s father and he told a judge he wanted custody. The Oklahoma Department of Human Services got involved because Jeffries lives in Oklahoma. The report shows the Oklahoma child welfare agency found Jeffries was charged in 2005 with a felony, aggravated assault causing serious bodily injury. Jeffries explained that he was arrested after fighting his mother’s husband while protecting her. He said he served 30 days in jail. The report found Jeffries and his wife complied with a request from Texas child welfare workers to get psychological evaluations before the placement. Oklahoma child welfare workers visited Vincent’s family twice after the placement — on Aug. 29 and Sept. 29. The boy was injured Oct. 4.
