SALEM, Ore. (AP) — Gov. Ted Kulongoski hopes to use the ballooning federal bailout package to bolster Oregon's human services hit in his budget proposal.

Speaking at a news editor's meeting at the Capitol on Thursday, Kulongoski said that human services suffered some serious cuts in his December proposal, but that some of the difference could be made up by an eventual federal bailout package.

Kulongoski said he expected the federal package to be approved in pieces. One of the first parts could include Medicaid allocations, which would free up some of the state's dollars.

Although much of the talk surrounding the federal package has centered on public works projects, Kulongoski says attention recently has focused on social issues.
