Oklahoma panel OKs purchasing-flexibility plan

A measure that would give certain state agencies more purchasing flexibility to allow for greater savings won unanimous approval Monday from a House committee.

House Bill 1410 also would amend the state’s Central Purchasing Act to allow the Central Services Department to restructure its workload. The bill, which was recommended for passage by the House Government Modernization Committee, now goes to the full House.

The Central Services Department spends more than half its time on contracts of less than $25,000, said department director John Richard.

"We want to concentrate our staff on the high-dollar contracts and on the statewide contracts,” Richard said.

The lower-dollar contracts represent about 4 percent of the $1.5 billion the state spends each year, Richard said.
